ABCA accepting written comments, on proposed shore protection structure policy changes, in regulated dynamic beach areas

The Ausable Bayfield Conservation Authority (ABCA) Board of Directors invites the public to provide written comments on some proposed shoreline policy changes related to shore protection structures in regulated dynamic beach areas. The proposed policy changes do not apply to all shoreline areas but only beaches classified as dynamic.

The loss and buildup of sand is a natural part of the shoreline process in a dynamic beach area but recent high lake levels have made the loss of sand more pronounced. In areas where some landowners have previously existing shore protection structures, some neighbouring landowners have also requested permits. 

The proposed policy changes are, in part, a response to this, to make it possible to consider approval of shore protection structures for those property owners in those areas.

“Policies in bluff areas do not change and most policies in dynamic beach areas stay exactly the same,” said Geoffrey Cade, ABCA Water and Planning Manager. “The only changes are to policies related to new shore protection structures, and maintenance or replacement of old ones, in regulated dynamic beach areas.”

The ABCA Board of Directors has approved release of the proposed policies to the public for written comments prior to consideration for approval. ABCA is receiving public written comments on the proposed changes until Friday, March 5, 2021.

Proposed Shoreline Policy Changes – January 27, 2021

We invite you to provide written comments on the proposed shoreline policy changes.

We are receiving written comments until Friday, March 5, 2021.

The following are the proposed changes:

Development Guidelines – Shoreline Protection
Shore Protection – New – Dynamic Beach Area

Permitted: 

Must be set back landward of the greater of the following: 

1) Location of the 100-year lake level plus 15-metre wave uprush allowance or; 
2) As close to the toe of the eroded dune as reasonably practicable. 

Existing decks, gazebos, bunkies, or other accessory structures which may interfere with the proposed shoreline protection must be removed or relocated to eliminate interference with the shoreline protection. 

Application shall include mandatory design by a qualified Coastal Engineer. 

The qualified Coastal Engineer shall provide a formal written report which includes appropriate quantitative analysis demonstrating that the proposed works will not aggravate natural hazards, negatively impact coastal processes or negatively impact adjacent properties. 

Upon completion of the work the qualified Coastal Engineer shall provide certification that the protection has been installed per the approved design.

Shore Protection – Replacement or Maintenance of Existing – Dynamic Beach Area

Permitted:

Must be landward of the greater of the following: 

1) The location of the 100-year lake level plus 15-metre wave uprush allowance or; 
2) The existing shore protection being replaced or; 
3) As close to the toe of the eroded dune as reasonably practicable.

All previous shore protection not used in the replacement (e.g. armourstone, gabion stone, etc.) must be removed from the site and disposed of. 

Review by qualified Coastal Engineer which shows that the proposed works will not aggravate natural hazards may be required.
